CAKE:
Pour boiling water over oats, add butter and let stand until butter is melted. Stir in sugars, eggs and sifted dry ingredients. Pour into baking pan & BAKE 350 degrees 22-24 minutes.
While baking, Prepare TOPPING and set aside...
Remove cake from oven as soon as center is done. Spread topping mixture evenly. Broil on Low for 3-4 minutes, Watch It, until topping bubbles & toasts lightly.
Cool thoroughly & cut into 8x6 rows for 48 bite-size squares. Or cut enough for serving and Refrigerate to keep moist, cut as needed.
